The SANGGUNIANG KABATAAN (SK) Summit, held from September 27-29 at the RAI Atrium Resort and Hotel, gathered the SK officials of Sto. Niรฑo for an empowering event aimed at driving forward the youth’s role in local development and governance. This gathering wasn’t just a meeting; it was a celebration of youth empowerment, packed with moments of inspiration, camaraderie, and a shared vision for a brighter future.
The summit kicked off with heartfelt words from EnP. Robert D. Simeon, who laid down what the summit aspired to achieve and why it mattered so deeply to everyone present. There was a lot of excitement in the air as the event promised to be a melting pot of ideas, learning, and collaboration.
The summit featured insightful lectures and discussions, beginning with Sto. Niรฑo’s Development Perspectives by Engr. Dennis I. Piรฑera, who highlighted the municipality’s vision of becoming a key producer of high-value agricultural crops in Cagayan. Emphasis was placed on solving problems through planning and the aim for a self-sufficient, resilient citizenry thriving in a sustainable environment.
EnP. Robert D. Simeon discussed the Philippine Youth Development Plan, focusing on the AMBISYON 2040 vision for a stable, comfortable, and secure life for all Filipinos. This was followed by an interactive open forum, special topics on parliamentary procedure, including how to conduct and preside over meetings, and the essential skills in writing the minutes of meetings.
Beyond the learning, there was laughter and bonds being formed. Team-building activities weren’t just games; they were the foundation of friendships and a collective commitment to make a difference.
Highlighting the importance of youth in governance, the Municipal Vice Mayor Hon. Andrew Vincent R. Pagurayan shared his life principles “Pay it forward”, “Changing the Mindset From Me to We”, and “Together, we will be better”, emphasizing the collective power of the youth in driving positive change. He reaffirmed the Local Government Unit’s (LGU) belief in the youth’s potential and encouraged them always to strive for excellence.
Municipal Mayor Atty. Vicente G. Pagurayan echoed his mission and vision, outlining the LGU’s programs and improvements throughout Sto. Niรฑo. He portrayed a vision of partnership between the youth/SK officials and municipal leaders in nurturing a peaceful, progressive, and beautiful place for all Sto. Niรฑoans. The Mayor’s dedication to the betterment of the municipality served as a call for the youth to actively participate in its development.
The SANGGUNIANG KABATAAN Summit 2024 marked a significant step towards empowering the youth leaders of Sto. Niรฑo, instilling in them the knowledge, skills, and values necessary to contribute meaningfully to their municipality’s journey towards sustainable development and progress.
September 26, 2024 | The Department of Labor and Employment, in a collaborative effort with the Public Employment Service Office and the Municipal Agriculture Office, took a significant step in supporting disadvantaged and displaced workers in several barangays including Dungao, Matalao, San Manuel, and Sta. Felicitas. This initiative is through the Tulong Pang Hanap Buhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program, which aims to not only provide immediate financial aid but also to encourage sustainable livelihoods among affected workers.
The program kicked off with a warm welcome from Hon. Andrew Vincent AV Roxas Pagurayan, Municipal Vice Mayor, followed by encouraging messages from Atty. Vicente G. Pagurayan, Municipal Mayor, and Hon. Laura B. Diciano, DOLE Provincial Head, who reiterated the government’s commitment to uplifting the lives of the marginalized sectors through meaningful projects and financial assistance.
Besides financial assistance, the program introduced sustainable aquaculture and agriculture practices by awarding fingerlings through Project LAWA and BINHI. This innovative method aims not only to provide short-term financial relief but also to ensure long-term sustainability by promoting agricultural and aquacultural activities.
The TUPAD payout and awarding of Fingerlings is not just a testament to the governmentโs unwavering support for its people but also a step forward in combating poverty and promoting environmental stewardship among communities. The Department of Labor and Employment, together with Local Government Unit of Sto. Niรฑo and partner agencies, remains dedicated to creating opportunities and paving the way for a brighter tomorrow for every Sto. Niรฑo worker.
In a significant step toward promoting local entrepreneurship and supporting community livelihoods, the Department of Labor and Employment (DOLE), in collaboration with the Local Government Unit of Sto. Niรฑo, inaugurated the Mini-Grocery of Namuccayan and Tabang Farmer’s Association in Barangay Namuccayan today. This event, led by Mayor Atty. Vicente G. Pagurayan and conducted through the efforts of the Public Employment Service Office (PESO), marks an important phase in the strengthening of local agricultural communities.
The program, organized by PESO Manager Nelia Bulusan Dannug, brought together community members, local farmers, and government officials in a display of unity and shared purpose. The opening remarks were gracefully delivered by Hon. Andrew Vincent AV Roxas Pagurayan , the Municipal Vice Mayor, setting a hopeful tone for the day’s event.

Ariel M. Medrano, president of the Namuccayan Farmer’s Association, and Eliseo A. Baquiran, president of the Tabang Farmer’s Association, expressed their appreciation for the unwavering support they received from both the DOLE and LGU Sto. Niรฑo.
The Mini-Grocery of Namuccayan and Tabang Farmer’s Association is more than just a physical store; it is a beacon of hope and a testament to what can be achieved through unity, hard work, and the shared vision of a prosperous community.
The inauguration and grand opening of the mini-grocery is not only a celebration of a new business venture but a reaffirmation of the government’s and community’s commitment to agricultural development, economic progress, and the well-being of its citizens.

After a month of intense and thrilling matches, the AV’s Volleyball League concluded with the much-anticipated awarding ceremony! Teams and players from both the Men’s and Women’s Divisions were recognized for their outstanding performances.
Municipal Vice Mayor AV Roxas Pagurayan graced the event, along with SB Member Elmer Tejada. In his speech, Vice Mayor Pagurayan emphasized the importance of sports in promoting discipline, teamwork, and community spirit. He congratulated all the participants and encouraged the youth to continue engaging in sports to foster camaraderie and personal growth.
The excitement is at its peak as the Men’s Division Championship decision game unfolds between TEAM MALULANIS and TEAM CENTRO SUR/PALUSAO. Both teams are giving their all, showcasing impressive skill, determination, and teamwork. Every point is hard-earned, with the crowd fully engaged in the intense back-and-forth action.
Meanwhile, the Women’s Division Championship is currently underway, featuring TEAM COLLEGE and TEAM SNHS. The players are putting on an incredible display of athleticism and coordination, with both sides vying for the title. The atmosphere is intense as supporters cheer passionately for their teams.
With both games in progress, the competition is fierce, and the energy from the crowd is palpable, making this championship a truly unforgettable event!

The Local Government Unit of Sto. Niรฑo, along with the Sto. Niรฑo Tourism, Culture, and Arts Office, Municipal Civil Registrar, TUPAD beneficiaries, religious groups, and barangay officials, participated in a province-wide simultaneous clean-up drive.

Meanwhile, Parent Group from Namuccayan, Santo Nino, Cagayan was also declared CHAMPION for the
2024 Search for Most Outstanding Parent Group in Implementing Gulayan sa Barangay (GSB).
Such a remarkable accomplishment exemplifies the commitment and dedication to contribute to the fulfillment of the goals and objectives of the Pantawid Pamilyang Pilipino Program.
The Local Government Unit of Santo Niรฑo joins the global celebration of World Bamboo Day today, September 18, 2024 with the theme “Buhay-Kawayan: Haligi ng Industriya’t Kalikasan, Pag-asa sa Kinabukasan”.
This is to promote and remark the sustainable utilization of bamboo and its ecological significance on soil erosion and economic benefits.
As part of the aforesaid celebration, a total of 80 bamboo propagules were planted along the riparian areas of Chico river. The said activity was conducted in collaboration with the PNP, BFP, LGU personnel, Barangays Centro Sur & Centro Norte and other stakeholders.
